Ohio State University: Attacker killed, 11 hospitalized after campus attack

By Emanuella Grinberg, CNN

Updated 4:56 PM ET, Mon November 28, 2016
Crowds and police vehicles gathered in response to reports of an active shooter on the Ohio State campus Monday morning.

Ohio State University officials lauded the efforts of Officer Alan Horujko, 28, in stopping Monday's attacker before he could injure more people.

Horujko brought an end to the situation in less than two minutes by fatally shooting the attacker, 18-year-old Ohio State student Abdul Razak Ali Artan, when he failed to comply with orders to put down his weapon. Eleven people were hospitalized as a result of the attack.

Authorities are still investigating Artan's motive, officials said.

The suspect in the Ohio State University attack rammed his car into a group of pedestrians before using a butcher knife to cut several people, university officials said.

At least nine people were hospitalized, including one in critical condition.

"Victim injuries include stab wounds, injury by motor vehicle and other injuries that are being evaluated," OSU said.

The suspect was an 18-year-old of Somali descent who lived in the area, a federal law enforcement official said. Investigators have identified the suspect but have not publicized his name, the official said. The car used in the attack was registered to a family member.

A US official said the suspect was a legal permanent resident.

Ohio Bill Protecting Pastors Who Decline to Host, Officiate Same-Sex ‘Weddings’ Clears House Committee
12/4/16

An Ohio bill known as the “Pastor Protection Act” has cleared a state House committee, but it is not certain whether lawmakers have enough time to pass the legislation this year.

H.B. 286, presented by Rep. Nino Vitale, R-Urbana, protects pastors from punishment in instances when they decline to officiate a wedding that is unbiblical or disallow their church buildings from being used for such ceremonies.

“No ordained or licensed minister … or religious society … is required to solemnize a marriage that does not conform to the ordained or licensed minister’s or religious society’s sincerely held religious beliefs,” it reads in part. “No religious society is required to allow any building or property of the religious society to be used to host a marriage ceremony for a marriage that does not conform to the religious society’s sincerely held religious beliefs.”

The bill declares that those who decline because of their adherence to the tenets of their faith are “immune from civil or criminal liability and neither the state nor a political subdivision of the state shall penalize or withhold any benefit or privilege from the ordained or licensed minister or religious society, including any governmental contract, grant, or license.”

Ohio passes 2nd bill restricting abortions; both await Kasich's signature
12/9/16

(CNN)Ohio lawmakers for the second time this week have passed a bill that would restrict abortions, the latest of which would ban the procedure after 20 weeks' gestation.

The state's current law generally bans abortions after a fetus has begun its 20th week of gestation, unless a doctor determines that the fetus isn't viable outside the womb. Exceptions are made if the pregnancy puts the woman's health at serious risk.

The latest measure, Senate Bill 127, would eliminate the viability test and simply ban abortions past 20 weeks. The woman's-health exception would still apply.

Gov. John Kasich will now have before him that measure, which passed Thursday, and the "Heartbeat Bill," which passed on Tuesday. The "Heartbeat Bill" aims to ban abortions from the moment the heartbeat of a fetus can be detected -- which usually occurs about six weeks into a pregnancy.

Some Ohio legislators criticized the latest measure.

"It's not about the babies; it's about the attack on women," Democratic Rep. Teresa Fedor said.

Fedor proposed an amendment to SB 127 that would have made an exception for victims of rape and incest. But the amendment failed, and the House passed the bill Thursday with a 64-29 vote.

The American Civil Liberties Union of Ohio said SB 127 would harm Ohio women. The bill would prevent those "who are facing the difficult decision to terminate a wanted pregnancy from receiving the care they need in our state," the group said in a statement published on its website.

The law "would effectively eliminate all options for women without the financial resources to travel for abortion care," the ACLU said.

In a statement, Iris E. Harvey, president and CEO of Planned Parenthood Advocates of Ohio, said: "For the second time in a week, the Ohio Legislature has inserted itself into women's private and personal health care decisions."

"These bans are a deliberate attempt to make abortion illegal in the state of Ohio," she said. "If signed into law, these bills would force women to travel long distances and cross state lines to access abortion. For many women, the expense and time these restrictions would force upon them would make access impossible."

Ohio governor OKs 20-week abortion ban, nixes heartbeat bill
12/13/16

COLUMBUS, Ohio (AP) — Republican Gov. John Kasich signed a bill Tuesday imposing a 20-week abortion ban while vetoing stricter provisions in a separate measure that would have barred the procedure at the first detectable fetal heartbeat.

Kasich acted on both proposals the same day they landed on this desk.

The so-called heartbeat bill would have prohibited most abortions once a fetal heartbeat is detected, which can be as early as six weeks into pregnancy — or before many women know they are pregnant. Its provisions cleared the Republican-led Legislature during a lame-duck flurry last week after being tucked into separate legislation.

Similar measures elsewhere have faced legal challenges, and detractors in Ohio feared such legislation would lead to a costly fight in the courts. Opponents predicted it would be found unconstitutional, a concern Kasich shared.

Kasich, an abortion-rights opponent, chose instead to sign off on a 20-week ban similar to those now in effect in 15 states and blocked from enforcement in two others. The measures are based on the assertion that fetuses can feel pain then. Opponents have challenged the "pain-capable" characterization as scientifically unsound. Ohio lawmakers rejected a Democratic amendment that would have added exceptions for **** and incest.

Ohio lawmakers still have the option to override his veto. Doing so would require a three-fifths majority of each chamber.

The developments in Ohio are a prelude to a broad offensive to be launched in January by abortion-rights opponents emboldened by the election success of Donald Trump and the Republican Party.

GOP lawmakers in numerous states — including Texas, Missouri, Iowa, Indiana and Kentucky — plan to push for new anti-abortion legislation. Their efforts are being supported by a national anti-abortion group, Americans United for Life, which released a report Tuesday contending that many abortion clinics are in violation of state health and safety standards.

In Congress, Republicans are expected to advance legislation banning most abortions after 20 weeks and halting federal funding for Planned Parenthood as long as it performs abortions. The president-elect has pledged to support both measures

The Republican-controlled Ohio Senate acted with initial caution on the divisive heartbeat bill before passing it suddenly last week.

Abortion-rights groups oppose it and Ohio Right to Life, the state's oldest anti-abortion group, has remained neutral because of constitutional questions.

The idea of its backers was to spark a challenge to the U.S. Supreme Court's 1973 Roe v. Wade ruling that legalized abortion up until viability, usually at 22 to 24 weeks, that would ultimately outlaw abortion nationwide.

Also on Tuesday, the Oklahoma Supreme Court threw out a law requiring abortion clinics to have doctors who have admitting privileges at hospitals within 30 miles of their facility.

The court ruled that measure, which requires doctors with admitting privileges to be present for abortions, violates both the U.S. and Oklahoma constitutions. Republican Gov. Mary Fallin signed it into law in 2014, but courts had blocked it from going into effect. The U.S. Supreme Court earlier this year struck down a similar provision in Texas.
