United Nations' General Assembly’s First-ever High-Level Meeting on Rule of Law, at Headquarters

The General Assembly will hold the first-ever High-level Meeting devoted to the rule of law at the national and international levels on 24 September, a day before the general debate opens.
For the Assembly’s consideration is a report of the Secretary-General — “Delivering justice:  programme of action to strengthen the rule of law at the national and international levels” (document A/66/749) — which proposes possible outcomes for the High-level Meeting on the Rule of Law.  The proposals have been under discussion by Member States preparing an outcome document to be adopted at the event.

As decided by the General Assembly, in resolution A/RES/66/102, the Assembly President, the Secretary-General, the President of the International Court of Justice, the President of the Security Council, the United Nations High Commissioner for Human Rights, the Administrator of the United Nations Development Programme (UNDP), the Executive Director of the United Nations Office on Drugs and Crime (UNODC) and the Chair of the International Law Commission will be invited to speak, in addition to representatives of Member States, observers and non-governmental organizations.  The Assembly President has finalized the organizational arrangements for the High-level Meeting, including the list of speakers.

The Assembly President has compiled lists of non-governmental organizations in consultative status with the Economic and Social Council, and civil society organizations active in the rule-of-law field and wishing to attend the Meeting.  In addition, he will select a limited number of representatives of non-governmental organizations active in the rule-of-law field to speak at the event.

With a process of voluntary pledging having been opened for Member States, guidance and model pledges are posted and updated on the United Nations Rule of Law website, as well as in the Document Repository (  The submitted pledges have also been posted on the website, and the list will be constantly updated.
A number of side events will be organized on the day of the High-level Meeting and throughout the first week of the sixty-seventh session, from 24‑28 September.  For an updated list of side events, please visit

At the international level, the rule of law accords predictability and legitimacy to the actions of States, strengthens their sovereign equality and underpins their responsibility to all individuals within their respective territories and subject to their respective jurisdictions.  Full implementation of the obligations set forth in the Charter of the United Nations and other international instruments, including the international human rights framework, is central to collective efforts to maintain international peace and security, address emerging threats and close off accountability gaps for international crimes.

At the national level, strong, inclusive and accountable institutions that demonstrate the equitable application of the rule of law are crucial for preventing conflict and consolidating post-conflict peacebuilding gains.  The interconnected threats of organized crime and trafficking, in addition to conflict and terrorism, undermine international security and development, and require effective rule-of-law instruments to address them at the national, regional and global levels.

UNITED NATIONS –  Democratic uprisings across the Arab world and the Palestinians' bid for U.N. membership sparked excitement and hope at last year's meeting of world leaders. But with war raging in Syria, the Palestinian application sidelined, and deadly protests generated by an anti-Islamic video, the mood as this year's U.N. gathering begins is one of disappointment and frustration.

More than 120 presidents, prime ministers and monarchs meeting this week under heavy security at the U.N. General Assembly and in sideline events will also be preoccupied by rising tension over Iran's nuclear program and the possibility of an Israeli strike against Tehran's nuclear facilities, Al Qaeda's inroads in the Sahel region of west Africa, especially in Mali, and the first decline in years in international aid to help developing countries combat poverty.

Secretary-General Ban Ki-moon predicted that the ministerial session, which starts Tuesday, will be among the busiest ever, reflecting "the tumultuous time in which we live — a time of turmoil and transition." It is also taking place "against a backdrop of widespread violence linked to intolerance," he said.

Ahead of the opening ministerial session, which President Barack Obama will address, the U.N. chief has invited leaders to the first high-level meeting on the rule of law on Monday, hoping they "will send a strong signal to the world's people that they are serious about establishing well-functioning institutions and delivering justice."

Have you ever noticed that wherever you are in the world, every telephone keypad looks the same? Or wondered why satellites don't crash into each other? Or why you dial 64 to reach New Zealand, but 65 for Singapore? These are some of the mundane but essential logistical achievements of the International Telecommunication Union, a specialist UN agency that dates back to 1865.

Yet as it gears up for its first global conference in 14 years, the ITU has found itself under unprecedented attack. The first assailant is the powerful US technology lobby. Companies, including Google, are claiming that new ITU proposals would mean internet companies paying hefty fees to local telecoms companies, reigniting historic tensions between US internet giants and incumbent telecoms firms across the world.

But that's not the only battle that will be played out this December when the ITU's 193 member states gather in Dubai. Russia and China have been explicit in their goal of taking control of the internet away from the US, while developing countries feel the western technology hegemony is limiting their economic opportunities. With the world's internet population predicted to reach 3.4 billion by 2016, there is everything to play for.

The ITU has not helped its case. Suspected by some critics of encouraging the controversial proposals, comments by the eloquent secretary general Dr Hamadoun Touré seem designed to antagonise the US. He told Vanity Fair earlier this year: "When an invention becomes used by billions across the world, it no longer remains the sole property of one nation, however powerful that nation might be. There should be a mechanism where many countries have an opportunity to have a say."

The reaction to some of these new proposals, or ITRs, has been a comprehensive, well-organised and well-funded campaign by a cabal of powerful American corporates – including Google, Microsoft, Cisco, AT&T and Comcast. Much of the resulting media coverage of the ITU, particularly in the US, has ranged from dismissive to aggressive, labelling the low-profile union obscure and irrelevant and exploiting American animosity for the UN.

The fix is being put in place. Romney wins and libs and the UN will claim fraud. Libs will have claimed the election is stolen anyway, but they can claim the UN backs them up. And if the UN says fraud, what will obama do? Ignore the results and stay in power because of what the UN says?
